Our law makers did nothing for the people of Pakistan but they did every thing for their own interest. Today’s newspaper indicates the whole world that in the Senate of Pakistan 77 senators showed no interest in the budget issues. they didn’t contribute to the debate. Only 26 members took a part in budget debate on the Finance Bill 2019-20.
15 among 77 were women who did not take part in the finance bill debate while 62 were male lawmakers. only 2 women among 17 were present. Among the non-participating female lawmakers, five were from Pakistan People’s Party (PPP), three from Pakistan Muslim League-Nawaz (PML-N), two each from Pakistan Tehreek-e-Insaf PTI)(and Muttahida Quami Movement (MQM, and one from Pashtoonkhwa Milli Awami Party (PMAP) and two female independent lawmakers who also did not contribute anything to the budget debate.
Similarly, 62 male members who did not take part in the budget debate. Among them, 24 were independents, 10 were from PPP, eight each from PTI and PML-N, four from National Party (NP), three from Jamiatul Ulema-e-Islam-Fazl (JUI-F), two each from Balochistan Awami Party (BAP) and MQM and one from Pakistan Muslim League-Functional (PML-F.)
Nowadays Senate proceeding of the 290th session is ongoing. Senate of Pakistan is consisting of 104 members .14 members from every four provinces, 8 from FATA and tribal areas and 2 from the capital on general seats while 4 technocrats from every province and 1 technocrat from the capital, 4 women and 1 non-Muslim from every province and 1 woman from capital organize the structure of senate.
Minister of State for Revenue Hammad Azhar laid a copy of the Finance Bill and invited the members to give their recommendations and reservations on the bill but more than two-third were not present there.
This finance bill 2019-20 is very critical even opposition parties are saying that they will give a very tough time to the government regarding the budget. In this situation, all claims are becoming false because they are not serious in their claims. It is on record that the presence of 26 senators out 104 in 290thsession of the house reveals that participation of lawmakers in the budget debate witnessed a decline of nine percent as compared to the previous budget. At the last debate, there were only 36 (male 25, female 11) whose members expressed their views on the money bill. While this number decreased to 26 this year.
The presence of senators in budget session 2020-21 can be calculated easily. It might even drop to 16.
According to Article 73 of the constitution of Pakistan, Senate’s Rules of Procedure, a money bill shall originate in the National Assembly for debate. It is a tradition of the 104-members that the upper house of the parliament concludes the budget debate or any of the cabinet members representing the economic team.
